Obama administration announces immigration policy change

UPDATE TO PRESIDENT OBAMA'S SCHEDULE: President Obama will make remarks in the Rose Garden about the immigration announcement at 1:15p.

Washington (CNN) - In an election-year policy change, the Obama administration said Friday it will stop deporting young illegal immigrants who were brought to the United States as children if they meet certain requirements.

The new policy will cover people younger than 30 who came to the United States before the age of 16, pose no criminal or security threat, and were successful students or served in the military, the Department of Homeland Security announced.

It also will allow those meeting the requirements to apply for work permits, the statement said. The initial deferral of deportation will be for two years, and participants must be in the United States now and be able to prove they have been living in the country continuously for at least five years.

President Barack Obama will make a White House statement about the policy change Friday afternoon.

      His plan seeks to reduce taxes, spending, regulation, and government programs. It seeks to increase trade, energy production, human capital, and labor flexibility. It relinquishes power to the states instead of claiming to have the solution to every problem by borrowing money from China and creating more government jobs instead of private sector jobs, its the private sector jobs that create revenue for the tax base and can help reduce the debt, adding government jobs does nothing for the economy. Obama wants you to believe its grid lock not to pass a job's bill but that is simply not true it will only increase the deficit and our obligation to China.

      Obama would love nothing more than for Mitt to let up on Obama's failed economic policies and failed jobs numbers. This is a non issue in the grand scheme of things. Romney is doing the correct thing, stay on message, pound away at the very thing that is most affecting America today! Bottom line, we cannot afford 4 more years of fiscal irresponsible social spending and kicking the can down the road!

      As I read these comments I get mad and sad that many of you don't even have a clue of what your saying. First of all you think many of us to choose to be here? I was brought here when I was 9 why? because my mom didn't have money to feed us in Mexico. Can you blame her for that? No, I thank her everyday for that.....This is the only country I know, as for not having a SSN has made my life really difficult, but not impossible I had manage to run a restaurant under my management,drive my kids to school and soccer practice,pay my taxes every year...just like everyone of you. I unfortunally haven't been to college but I will next fall. If this law really passes I will be on my way up! You guys say that we will be taking Americans jobs , I think who gets the job is because they work harder to get it either by experience or by literally working harder. Obama I cannot vote for you but for sure I will tell all the people I know to do so :) John you need to know us better we are not all the same .... And if you dont feel compasion for those kids walking there with a banner so their parents dont get deported, then you must not have a heart or kids......

        I am old enough to remember when people coming here needed a sponsor to get into the country. That worked until Gingrich and Kennedy got together to "solve the problem".
        Over the past week I have heard or read dems say "illegals are ok to be here" and "not every leak is a problem".
        It seems we have just elevated illegals above Americans and the dems are ok with this? By this I mean, if these "illeagals" are now ok to work and they take a test to become a cop, for example. If they are hispanic do the AA rules apply? I assume they do – that puts them ahead of white male Americans in relation to hiring.
        Nice job Obama – you do not have a clue at what you are doing. Go play more golf. I'd rather see you on the course for over 400 hours (as you have been since being in office) than messing up this country even more.

      Obama's illegal uncle Omar has a SS card and license. I know this because he was recently arrested while drunk driving. Obama's Aunt Zatuny was illegal before she was legal. I do not know about the uncle, but I have read articles about the entitlements Aunt Zatuny got before she was granted her citizenship by a judge.
      I have finally come to the conclusion this clown we have in the WH is trailer trash. And BTW, he is also a liar – over 300 million spent on illegals healthcare just in MA a Boston Herald story told us yesterday.     This new law disrespect those who took the legal way to become citizens of this country. It is sad some believe that those who are here illegally have been fooled into believing that the illegals only do jobs that others will not. Come to Michigan where construction and landscaping jobs have been taken over. Where if you hire with them you must learn Spanish first. Is this Michigan or Mexico?? Regulations are put there for a reason, to keep things from going out of control. I find it odd that native born citizens are disrespected, and those who break our laws get to continue to do so. No wonder lawlessness is starting to get out of control, if our government does not uphold the laws, people are learning to disrespect all laws. This is troubling, sad it is more for Obama to get re-elected than it is for those kids.

    President Obama has to do whatever he can since it is obvious the Congress has put up a wall of disagreement with anything he proposes that will help the 99% – of which our immigrant population is part. Boener and the other partisan republicans has refused to work with him on anything he has proposed. Theydon't care that we don't have affordable health care, need our first responders for safety and security, mainly because Romney and Boener and such have their own security forces to protect them.     The President's exercise of his executive order was long overdue because all other means were being blocked in Congress by the GOP. Many Latinos have been pushing for action on this, however many do not know that it was being proposed and even being voted on however it was being blocked by the GOP, so it was necessary for the President to take this action. Great decision and needed at this time because no one knows what will happen with this election. At least the President took action to address and correct a long overdue problem during this administration with the power invested to the office.

    Mitt Romney wants to import more foreign labor in lieu of providing education for our young as engineers.
    Legal immigration in many cases is just as bad or even worse than illegal immigration. They take jobs that American students should be educated to do.
    I have no problems with a young person who has been here from childhood, and who is getting and education, or serving in our military as finding a way to citizenship.
    In many cases these young people do not speak the language of their homeland. I agree that congress has stalled long enough

        @Steveo...If our own young have the skills why would you falsely assume they would only be interested in taking from America? If they are already here and provided skills then they would be able to give back...and furthermore with them having been born here they would feel a greater obligation to give back than someone who only has a work visa and relatives in another country...who may come here and send their wages home...or they come here and then bring their relatives here. Who is to say all the relatives they bring here will be equally educated and trained?

        Many of those young illegals know no other language than ours...and basically when all is said and done they are now ours. The president is right, they should have a path to citizenship.

        Plus the last I heard a large number of the unfilled jobs are for electricians, plumbers,and mechanics....all those trade unions you want to kill...that used to train a great number of these workers.

        I know roofs sat for ages covered with blue tarp after Hurricane Ike, not due to the lack of enough people having been reimbursed by insurance but due to the lack of enough roofers to repair the damage.

        What is wrong with local career centers training new, or re- training unemployed people to fill these jobs? Start first by investing in our own people....not importing more people.

        As per usual, like most Rethugliklans you are advocating giving American jobs to foreigners while to letting the infrastructure (of our young and unemployed) ROT!

        At this exact moment I can Google Search and find 69,900 hits for roofers needed asap,136,000 bricklayers needed asap; 337,000 electricians needed asap; 1,740,000 hits for plumbers needed asap; 36,000 for tile-setters asap; 336,000 for welders needed asap; 2,700,000 for mechanics needed asap.

        In the past, we have trained our own people for these jobs..and as a nation we need to be doing more for the future....instead of importing people to fill jobs.

Bush's "Every Child Left Behind" hadn't been set up to make Jeb and Neil Bush rich on the rights to publish and sell the assessment tests. How do you do that...make all teachers work extra hard to teach to pass the test....rather than provide balanced teaching.

        Not everyone is going to be a geek....but a trade school, vocational school education is a start.

        Too many parents today do not teach their children to do anything other than sit in front of a TV or computer screen.
        We have forgotten that the best way to learn for many students is hands on....when you give them a gift for Christmas that needs assembly "don't assemble it for them the night before" give them the gift and the tools to put it together. We used to be a country that built things we need to do that again.

        @Steveo You are talking to a member of a union family...and I'm very proud of it. Many of today's union workers thank my husband who taught them their skills of his trade. He was known as one of the very best in his field. He didn't receive any extra wages for passing on his skills to others, but as a union worker he worked with many new apprentices to teach them how to do their job properly and safely.

Do you expect them to do a skilled and professional job? Many of the people doing those jobs were on the job trained by other union workers who had years of experience at that job....why in the last 20 years do you think they have decreased in number....BINGO!

        Why do vocational schools hire from the ranks to teach courses in exactly those trades.

        1. I agree that bricklayers, electricians, roofers ARE skilled workers. I NEVER said they were not skilled.
        2. While I am glad your nephew helps build bridges, that in NO way lessens the fact we have outsourced bridge building to China! (NOT all bridges, of course).
        3. How were inner city schools BEFORE NCLB? Bad! Once more, the DEMS (Kennedy for one) helped write that bill.
        4. Not sure why you are stuck on slave labor from China. Nobody is talking about laborers, I am referring to folks skilled in the sciences and math. HIGH TECH stuff! I think this is the 4th time I said this.
        5. As far as unions, the UAW wanted a seat in the Board of Directors at GM! Why? The unions were formed to protect workers, not sit on a Board of Directors. In addition, federal labor laws cover what unions used to fight for. Now the are just another PAC and fight tooth and nail to protect bad teachers!

        @Sreveo I happen to agree with Bobby King UAW workers should have representation on the board of all unionized plants.
        I have no problem with workers having a say in what is a fair executive pay package...especially when excessive pay packages can hurt the bottom line, and be at the expense of a worker's raise. Why should those who labor for a company's success be denied a pay raise while those who sit the executive suite always write themselves a hefty bonus?

        @C-Lo at 77 most people have done a lot of things in their life....yes I am from a very large family which is made up of many farmers, both my grandfathers were farmers, and when first marred we owned a farm for several years. Many of my husbands siblings still farm. My father was not a farmer, he was a union worker and a union rep. My husband was and still is a member of a trade union. I work for no one...but did spend many years working for non-profit organizations.

        I'm sorry you can't wrap your head around the fact that people disagree with the current radical right wing agenda of what is left, of what used to be the Republican party....and might I point out that big government probably started with the government of Republican......Abraham Lincoln.         BS Steveo. I am a web developer and I can tell you that the only reason they hire skilled immigrant labor s that they can get them cheaper. There are plenty of Americans out there that have the skills and knowledge the IT world needs...Corporate greed prevents them from hiring people at the rates that their skills deserve, so they hire cheaper foreign labor. So to say that there is a lack of skilled labor in the US is a bunch of BS, plain and simple. Stay away from the fascist koolaide Steveo.

        The foreign students who came to Stanford to study pay their own tuition and living costs – these are private universities funded by student tuition and their own endowments, not public schools. Now if a foreigner is wiling to pay tens of thousands of dollars a year to come here to study, live and want to stay here afterwards and contribute their skills, why not? We are talking about people with PhDs, Scientists and Engineers. A lot of these people end up creating businesses which in turn create jobs for other Americans. Immigration is good for the country, as long as we bring in qualified people who can contribute, not the undesired.

        First, you bet I am for slashing gov't at all levels, with MINDFUL cuts of the defense (and inteligence) depts. I believe lesson learned after Clinton's gutting and the resulting aftermath. Let me give you real world information–

        My wife is a Federal Employee. Her agency has 4 centralized offices throughtout the US, with a portion of each having about 20-40% of their staff as "work from home" throughout the region. In her case there are a number of them who live/work in Texas, while she is at the Denver headquarters. The vast majority of their work can be done at their desks, and is when "budgets" haven't been finalized. However, most of the time they are flying them all around the region for full weeks' work at the "client's" offices. A couple months ago, they sent 5 of the Denver people to Texas for reviews and flew a dozen of them from Texas to Denver for a review here, while a large contingent of Denver based people sat at their desks doing admin work. If it's a private company that wants to send it's people all over the place, then fine, but with bloated budgets, huge deficits, mountains of debt all on the taxpayers dime (i.e. they don't give a darn about how they are spending money because they can always tax more), then it's time for some major accountability and cost cutting. Remember the GSA fiasco?

        Let's look at schools, we continuously throw more and more money at them without seeing improvements. Obviously money is not the be all end all solution, yet it seems that everytime there is a "problem" in the US, the Dems, and now too many Repo's think the best route is throw more money at it. IT'S NOT WORKING!!! Welfare programs have become "jobs" for too many, and the way they get raises is by having more kids, or finding ways to fleece the system. IT'S NOT WORKING. The way they want to solve the SS and Medicare crisis is higher taxes, not reform...IT'S NOT WORKING.

        Gov't doesn't produce anything, they only tax and spend, skimming (or full dunking) off the top for their administrative expenses. As I've said time and again, there are needed areas of gov't, but not more than what is provided by the private sector. If you have more gov't than private sector, your private sector has to be taxed at more than 50% of it's productivity to pay for gov't...at that point, you have become a socialist-leaning toward communist-society. Russia/Soviet Union proved IT'S NOT WORKING.

        Funny, your remark about skilled labor, I just read this morning that Asians have surpassed Latinos as the largest immigration group, bringing skilled, educated (or working toward an education) at a rate 2/3s fewer being illegal. My take from this is that there is a need and demand for skilled labor in the US, and is brining in immigrants to fill those spots.

        Second, the fact that there are others willing/able to do the same job at a lower costs maybe means that you think too highly of your skills. We have to come to grips as Americans that we are in a global economy and information is transmittable instantaniously across the globe, and goods are available within days worldwide. It's not facism, it's simply supply and demand...once your field was high demand and low supply, creating a premium for your services. The premium salaries were quickly sought by others and your field has given way to higher supply bringing down the value of your services individually. Happens everywhere.

I also live in an area with military industries with Federal Employees...also being a part of a huge family several of my own family members work for military contractors, or are retired military. I'm the lady with 52 nieces and nephews....and so many great-nieces and great-nephews I can't remember all their names.
        I guarantee you there is massive military waste that could be curtailed. However, I don't think Bill Clinton made any remarkable change that would hurt us during peace time, and frankly the cuts you are talking about were started in the last budget submitted by George H. W. Bush which carried over to the Clinton term.

        Plus many Charter Schools are nothing more than a private business scam at the expense of the taxpayer,whereas public school do have public oversight which is where the oversight needs to be.

    The irony in all this is that 10 years ago immigration policy would not have even been in the top 10 concerns facing this country. However, when the Bush administration and the Republicans needed a diversion from how badly the war in Iraq was going, immigration was pushed to the forefront. It was easy to prey on people's prejudices to make this an emotional issue and take some of the pressure caused by the failure of the war off the administration.

    One thing that hasn't been mentioned here is a lot of illegal women slip over the Border to have their babies here in the U.S. so the child will get a U.S. Birth Cirtificate. My wife works in maternity and has had first hand experence with "Illegals" Usually an interperter is needed. A lot of these women can speak perfect English but act dumb. They know exactly what they are doing. You couldn't get away with that in Mexico. Now these illegals had better Romney get's elected because Obams and the Liberals will do nothing for the economy. The jobs picture is still pretty bad and will stay the same if Obama and the Liberals stay in charge.

    Now that President Obama has passed this law for illegal immigrants(job bill for illegals, what about us?), the hispanic/Latino communities have NO FURTHER REASON to vote for Obama because he ONLY wanted their vote, and if elected to office again, will NOT do another damn thing for them. I hope they realize this man and his methods. He cares of no-one but himself and his re-election. Fortunately, it appears a low percentage of African Americans are also realizing that Obama is not what he appeared to be. White Presidents have done SO MUCH MORE to help lift the black communities from poverty and crime than Obama ever will. Its too bad that whites are considered racists when many, many of us had voted for Obama, not because of skin color, but for the hope and change he promised for ALL americans. 90% of Blacks will STILL vote for Obama, solely on skin color!!! If that's not racist, I don't know what is, but more importantly, they will be giving a vote to a man who will only bring more division and difficulty to their lives. Go Figure! Whether black, white, Asian, or whatever, it appears that many people haven't a clue what this man is doing to destroy this country and their lives. Obama wants another 4 year vacation, and if he gets it, I am one Naturally born citizen that will be moving out of this country with my daughter, so she doesn't have to grow up in a nation run by hypocrites and criminals. I just find it hard to understand for some to see this. If re-elected, I have no difficulty seeing the President put Hispanic issues off his agenda completely. I can all but Guarantee that the president's next play will be to APPROVE the Keystone Pipeline if his polls continue to suffer. Mark my word 6/17/2012!!!!

    I have two concerns.
    The first is whether or not this policy will assist the Mexican Drug Cartel.
    The second is whether this policy assists any Middle Eastern militant via Chavez's promise to train these individuals to Hispanize their appearance in order to blend with other Hispanic migration.
    If yes, then how will the new policy limit these two potential security risks?
    I do hope the policy makers are monitoring the comments.

What the government needs to do is to make it easier for qualified people who can contribute to the economy to come into US, and weed out the ones who come here illegally. Providing a path to citizenship for those who took the illegal route is very unfair to those who obey the law.

    There is a difference between legal and illegal immigration. This new rule makes everybody that is waiting in line legally look like an idiot. For international students that come to study in the US legally, the grace period after graduation during which they can continue to stay in the US is 12 months. They must find a job to change to a work visa or they must leave the country. For those that are working in the US with a work visa, they have to leave the country pretty much immediately if they lose their job. I am just putting things in perspective here. Why do people that entered illegally get two years and more favorable treatment. This is not generosity. It is a total disrespect for principle and law and therefore disrespect for people who abide by the law.

    Here is the thing also. How do you know if they entered the US before they were 16? They entered illegally. There would be no record of when they entered. So this equates to giving amnesty to everybody that entered illegally and is under 30 . Maybe for some that are actually over 30 but claim they are under 30. There is no proper record, sothey can lie and nobody would know. And that is another reminder that we are dealing with people that entered illegally. They did not sumbit the proper documentation and go through due process to apply to enter in the first place.
