Messina's got an offer for the Romney campaign

Obama campaign manager Jim Messina is making an offer Mitt Romney’s campaign is likely to refuse.

In a letter to Romney campaign manager Matt Rhoades, and distributed to reporters by the Obama campaign, Messina writes that if the former Massachusetts governor releases five years of tax returns the Obama campaign will not ask for any more.

“[I]f the Governor will release five years of returns, I commit in turn that we will not criticize him for not releasing more–neither in ads nor in other public communications or commentary for the rest of the campaign.”

Full Messina Letter:

Dear Matt:

I am writing to ask again that the Governor release multiple years of tax returns, but also to make an offer that should address his concerns about the additional disclosures. Governor Romney apparently fears that the more he offers, the more our campaign will demand that he provide. So I am prepared to provide assurances on just that point: if the Governor will release five years of returns, I commit in turn that we will not criticize him for not releasing more–neither in ads nor in other public communications or commentary for the rest of the campaign.

This request for the release of five years, covering the complete returns for 2007-2012, is surely not unreasonable. Other Presidential candidates have released more, including the Governor's father who provided 12 years of returns. In the Governor's case, a five year release would appropriately span all the years that he has been a candidate for President. It would also help answer outstanding questions raised by the one return he has released to date, such as the range in the effective rates paid, the foreign accounts maintained, the foreign investments made, and the types of tax shelters used.

To provide these five years, the Governor would have to release only three more sets of returns in addition to the 2010 return he has released and the 2011 return he has pledged to provide. And, I repeat, the Governor and his campaign can expect in return that we will refrain from questioning whether he has released enough or pressing for more.

I look forward to your reply.

Jim Messina
Obama for America Campaign Manager

UPDATE: And now Matt Rhoades has responded with a letter of his own:

Hey Jim,

Thanks for the note.

It is clear that President Obama wants nothing more than to talk about Governor Romney’s tax returns instead of the issues that matter to voters, like putting Americans back to work, fixing the economy and reining in spending.

If Governor Romney’s tax returns are the core message of your campaign, there will be ample time for President Obama to discuss them over the next 81 days.

In the meantime, Governor Romney will continue to lay out his plans for a stronger middle class, to save Medicare, to put work back into welfare, and help the 23 million Americans struggling to find work in the Obama economy.

See you in Denver.

Thanks,

Matt Rhoades

Sounds like a real zinger of a deal to me. Let's do this provided Obama's college are a part of it!

Why do you need Obama's college records? What does that have to do with anything? I just don't get "you people" !

A better question is why are the records are sealed. Of course you don't get "You people"! No surprise!

        @CandyT
You ask...why the college records??? Here is why...Obama is reported to have signed for scholarships and financial aid using the birth place of his Father, so that he could get preferential consideration claiming residency other that the USA, but Mitt gets flack for having a Blind Trust that placed money out of the USA...kind of a double standard isn't it? Secondly, Obama also utilized his Master's Thesis to rail on what was wrong with the US Government and "white" people. His Master's is in Constitutional Law...don't we want to see what his theories are with that? As a business owner, I would want to see what is contained in that for such a high position.

I did not care to see Obama's Birth Certificate, it didn't matter, he was legally a US Citizen because his mother is a US Citizen. I do think the Birthers's claim is and was bogus because there is legal precidence that has already been set with that. But I do want to see what his "ideal" constitution and social philosophy is. That's what he's always run on, so that's what I want to see from President Obama. We already know a huge chunk of Romney's business credentials and philosophy. So if one team gives the records that are being demanded, then the other should follow suit. And no...the birth certificate doesn't count, because it didn't legally matter if he was born in the US, Obama was legally able to claim the Office of the President.

Claims #1, 2 and 4, college records. Obama’s college records are not “sealed” by a court order, as this graphic would have you believe. It would be illegal under federal law (the Family Educational Rights and Privacy Act of 1974) for Occidental, Columbia or Harvard Law School to give any former student’s records to reporters or members of the public without that person’s specific, written permission. Obama hasn’t released them, but neither have other presidential candidates released their college records. George W. Bush’s grades at Yale eventually became public, but only because somebody leaked them to the New Yorker magazine. Bush himself refused to release them, according to a 1999 profile in the Washington Post.

You libs do know that most likely Obama and his clowns already have the information from these records – right? Obviously there is something they want to use to spin, but they can't unless he releases his records. Somehow the most important thing going on in this country, according to libs – is Romney's tax records? LOL!! You libs crack me up.
And yes, I use the term lib as a bad word – as the saying goes "liberalism is a sickness"..
8.3 % unemployment? How about Obama "saving the auto industry"?? LOL, GM is costing more and more billions every day with the price of their stock falling... Hey CNN where the f is that story? Oh, thats right, you are trying to be the new MSDNC. I don't blame you seeing that MSDNC has twice your audience.

IN FACT, THE ENTIRE ROMNEY CAMPAIGN OF RUNNING ON A BAD ECONOMY WITHOUT BEING SPECIFIC AND DEFINING YOURSELF BEFORE YOUR OPPONENT DOES IS BEYOND HORRIBLE. IT'S NOT GOING TO BE ENOUGH TO WIN THE ELECTION AND PAUL RYAN WON'T SAVE HIM.

In 2008, the Obama team launched the hype, like ads for a block buster movie, and even an undeserved Nobel Prize, saying that Obama was the best thing since sliced bread ... even though he had NO track record, or experience which would warrant the hype. Then, over a span of 3 1/2 years, Obama proved that he could come nowhere near the exaggerated hype. And, even today Obama continues to B.S. us. He even accuses his opponents of selling snake oil, when in reality, that's all he's been selling us all .... all along. Unfortunately, some of the gullible fools, who bought into his hype ... cannot let go of the illusion ... just like kids who refuse to accept the reality that Santa Claus is a myth.

To romney You have refused to release your income tax forms even though others, including Governor William Weld, U.S. Senator John Kerry, and your opponent, Shannon O'Brien, released theirs. Do you have something to hide?

Mitt Romney has been dancing around releasing his income taxes since that 1994 race.

Democrats have hit Romney repeatedly on the tax issue, using it as an illustration for their argument that the Republican presidential candidate's tax policies would favor the wealthy, like himself, over the middle class. They have said he pays a lower effective tax rate than many middle-class families. And they've said his refusal to publicly release more than two years of records shows he has something to hide about his personal finances.

romney could make this entire fiasco dissapear by simpley releasing his taxes. But he refuses to do so.

Anyone in their right mind can't vote Romney.

George Romney resisted releasing a single year of taxes, arguing that it wouldn't present an accurate picture...but then he made a surprising offer: He would release the past 12 years of tax returns...That way, it wouldn't look like a stunt

Even though Obama NEVER served, he too swore to uphold and defend our constitution, only to break

around , and violate our constitution. Obama also ignores our seperation of powers, and demeans the intent

        @Cynthia

10's of thousands? Try 4,400 in 10 years. Then compare that to the 600,000 lost during the world wars. Also compare to the ~1,000 lost every year just to training accidents.

Here's an offer: Dems, stop screwing around looking for tax returns that will probably never see the light of day, Repubs, quit with the birther/college records thing already, and both parties present themselves professionally and not like children arguing on a playground.

Most ultra-wealthy people use tax shelter, tax loopholes, some financial manipulations or some foreign tax shelter to pay as minimum taxes as possible. That's nothing unusual.
The problem for Romney is that he didn't seriously think he would be running for POTUS until after becoming Massachusetts Governor. Otherwise he would have planned accordingly.

Only you tea-bag types want his college records when no other person has shown them. Georgie Bush's were already known as they had been outed by friends of his from his college days when he was a Governor of Texas, calling him a lazy, party-boy, F-up. The Dems never asked for them when he was running for Pres. That info was already dogging the dude years before and he still managed to become a second term Gov and a second term Pres.. Another Rich Frat Boy who gets by on his daddy's name. Nobody ever asks for Mitt's college records either.

BUT TAXES??? PEOPLE WANT TO KNOW. THE PEOPLE want to know if that person is treated differently than they are. If that person has been honorable in their dealings. And, through that they can determine for themselves if he'll be honorable and honest as a President ESPECIALLY IN THE TAXES DEPT. when he governs over citizens who are mostly middle-class. IT'S FAIR to ask him to release them and HE WILL LOSE OVER IT one way or the other it appears.

If you are wealthy, fine with me. If you cheat the American Tax System – you are cheating America. That's not fine with me. Money doesn't buy morals. Actions speak louder than words on that. If you use your money to cheat your way to success, that's NOT REAL SUCCESS. How could anyone be proud of that AND how could someone like me be jealous of a person LIKE THAT?? Money will never buy you respect AND you're just a legend in your own mind if you think that way.

As far as not paying taxes, does Tim Geithner and Charlie Rangel ring any bells. I believe there WAS evidence for both. How about Nicholas Cage whose tax bill was in the millions. @ Cameron, gee your movie-star line-up of who hasn't paid taxes is touching. BUT THEY AREN"T RUNNING FOR PRESIDENT
Sorry to burst your misinformation bubble CAM I have shown plenty of VERIFIBILE SOURCES in previous posts. Even those on record with the IRS, the State of Mass., investigative news sources and the company Bain. All public knowledge with MORE TO COME. Even Mitt's own words from interviews. Which shows him as his own worst enemy, by the way. That's why he only gives interviews with FOX because they toss him softballs with hugs and kisses BUT EVEN FOX has managed to do a good job at revealing more of Mitt than, Mitt would like. He's losing.

Sorry Cynthia, I am new to the forum and have not seen the posts where you have provided actual evidence. But fair warning, Harry Reed does not count. By his own words he does not know if it is true. He is simply applying something called McCarthyism. Tim Geithner and Charlie Rangel are not part of the movie star line-up. Geithner is an Obama advisor in charge of the IRS. Rangel was in charge of the tax code.

Maybe you could provide your evidence again so I can see it.

When Obama attended school in the Republic Of Cambridge he racked up a bunch of parking tickets. In typical lib form, he ignored them – until just before he was signed in as pres – then somone paid them (several decades later). Hey CNN, I must have missed this story here. You shills

      August 17, 2012 at 1:16 pm |

Oh God... get a life. Not disclosing tax returns while running for president and while offering a plan that will raise taxes on everyone hut people in his tax bracket (who would get a $250,000 / year tax break)... are you seriously trying to put that on par with not paying some parking tickets?

mikle where does your info come from not some ultra conservitive paper I hope . Just plane stupid remake. As for the president this is a reasonable thing to ask mittens to do. But some idiot repos will keep trying to ask about college transcripts. Mitts taxes will effect this ecomony and nation . The presidents grades will not. What stupid things you ask for. Mitts lying and ryans lying will ruin the country. Cynthia dont let these stupid repo followers get you down. With better education under president Obama they may yet learn how to think on their own. Forward.

@Steveo – the only one who needs to wake up is you. You continually spout off this nonsense about Obama's college records being sealed, but they are not. That was a hoax which has been repeatedly proven false by numerous factchecking organizations. And as far as Geithner and F&F go, neither Geithner nor Holder are running for president, but Romney is! That is why he is subject to such scrutiny – it's not jealousy, hate, class warfare, or any other talking point you might like to throw at this – he is interviewing for the most important job in the world, and the majority of the people deciding whether to hire him (63%) want a more thorough background check to be performed.

What accomplishment, what achievement, and what record was shown to you that made you think you voted for a man who would make a good president? Was is a speech in the Dem convention? What was it? Was it the 2 years in the Senate (really just 1 full year). What was it?

I assume he will release them 3 years + into his presidency similar to what Obama did whith his BC. BTW, without a birth certificate Obama is not elegible to be president – but you libs said nothing.

      August 17, 2012 at 1:18 pm |
      • Cynthia L.

Guess what, John, the voters didn't fall for that B.S. last time and don't care about it this time.

WHAT THEY DO CARE ABOUT IS MITT'S TAX RETURNS!! Even Darth Vader Cheney says he should release at least 6 and 10 would be better. But, go ahead and call for teeny-weeny stuff all day. AMERICANS WANT TO SEE THE MONEY!!!!!

        August 17, 2012 at 1:25 pm |
      • Caramon

And all this time I thought Americans were concerned about little things like the economy, the deficit and jobs. Silly me. Personally, I believe the birth certificate issue is a dead issue. However, it would be a good time for the Supreme Court to define Natural Born. I have seen both definitions. One, a person born in the USA. The other where both parents needed to be citizens. It is not specified in the Constitution.

If Mitt should release his Tax forms for the greater good of tax reform, then he would be much more successful in tax reform if he released them "after" he became President. That would send a much more important message.

I really don't know anyone who cares about Romneys taxes. You are a typical lib – why do you want to see his taxes, but could care less about the people in leadership positions who DID NOT PAY THEIR TAXES, you know, like the tax cheat Guitner? How do you explain not caring about Obama hiring people who were tax cheats, but now seeing Romneys taxes are more important to you then JOBS, ECONOMY, GAS PRICES, FOOD SHORTAGES, FOOD PRICES, BILLIONS IN NEW TAXES WITH OBAMACARE, MEDICARE BEING RAIDED, NO BUDGET FOR # YEARS – I can go on and on, but blind followers like you don't care because Obama has you shills wrapped up in dirty Chicago politics.. Good for you. If Obama wins we all lose – you included. But, keep following blindly if it makes you happy. I understand that is how the world turns...

      August 18, 2012 at 7:18 pm |
      • Steveo

The unemployment rate has been running at Undisclosed? Really? You mean that 8% or better for YEARS is not accurate? Wasn't the stimulus supposed to keep it under 8%? THAT is what we were told! But YOU say it is undisclosed??

a funny request comming from the obama mob...those who have distorted, sealed and covered up obama's sleasy inept past. They have a horrible record on every front...from foreign affairs(Arab Spring) to American jobs...to increasing the national debt by 60% in only three years...so in lieu of presenting a more viable candidate they sent in the second string again to continue the mess...are the American this stupid? I hope not.

    August 17, 2012 at 2:00 pm |

Yes, super funny we are because we're just a little curious about this guy who's offering the wealthiest a $250,000/year tax break while asking the rest of us to pay more and get less. ... yeah, we have a wonderful sense of humor. Ha, ha. Funny, funny. Now how about humoring us a little with just 5 years of tax returns... including the year that the IRS offered amnesty to anyone willing to repatriate money kept overseas under murky circumstances.

    Aw, yes,
Mitt's Tax Returns. It sure beats talking about 8.3 Percent unemployment, 47 Million on Food Stamps, millions of morgages under water, 100 Million people living off some government stipend, States having huge Budget problems, the U.S. looking more like Greece every day. What was the question again? Where did those Tea Party types come from? Yeah, that's it.

These libs are amazing. Obama talks about Romney's dog being placed on the roof – did he forget he ate dog? Actually, we can't take anything he says or writes in his books as the truth. Liberals hate truth and reality, they prefer utopian ideas instead. Their emotion always overrides logic, numbers don't matter only what feels good. They don't even care if a plan fails as long as "it was intended to do good". Results mean nothing, only perceptions. It's a waste of time even trying to debate rationally with them, all you'll hear is "Obama/Biden Forward 2012" but nothing of substance.

        August 17, 2012 at 6:33 pm |
    • Tom

Better for the economy to give foodstamps to the people put out of work by Bush than to ask the middle-class to subsidize the wealthy even more than they already do by having them pay an even higher percentage of income tax than the wealthy. Oh, I"m sorry it's math and logic... obviously not terrain your comfortable with. Maybe you should switch from tea to coffee.

      August 18, 2012 at 7:28 pm |
      • Ray E. (Georgia)

The basic question is Tom, why are so many people on food stamps in the first place? Tackle the problem from that prospective and see why it happened. It wasn't always that way so what caused it? The democrats had the Congress for 40 years. So why are we in such dior straits?? Why Tom?

        August 19, 2012 at 10:52 am |
      • Cynthia L.

You just asked , 'Why are people on food stamps in the first place?" OUR ECONOMY ALL BUT COLLAPSED UNDER BUSH thousands of businesses folded, tens of thousands, upon tens of thousands of people LOST JOBS Some even going so far as to kill themselves after killing their own families in desperation.
Ray, let me guess, you call yourself a Christian. That would be a stretch. The rich are fine and always were, and will always blame the little people for cutting off a sliver of the pie they want all to themselves.

I saw the interview with Mrs. Romney. I just loved her comment “We have been very transparent to what's legally required of us". In other words we are giving you the bare minimum. That is not full disclosure to the American people. I'm trusting this guy less and less.

When you are up against people who will lie at the drop of a hat – and when they are called on it they claim they didn't mean what they said – it makes it difficult. Especially when so many people think the con man in the WH is a "good guy" Good people do not do what he does...

      August 17, 2012 at 3:52 pm |

There is NO way you are concerned with FULL disclosure. If you were, you'd be asking to see college records unsealed! There is No legal requirement to release those either BUT that is not stopping you from asking for tax records!

Romney do not trust these democrats. Do not let them pull the wool over your eyes. You should tell them that when Obama unseals his college records, you will then release 5 years of your tax returns. I bet if you kept demanding that from the Obama campaign they will stop bugging you for the tax returns. They are hiding something from the American people so do not release any of your tax returns until Obama unseals his records. Romney/Ryan in November/12.

If obama taps the reserves this may lead to real problems as the situation with Iran escalates..ie... when we really need to tap our reserves. Mitt released all of his tax returns to the McCain campaign in '08 and the result was? The RNC chose the albatross Palin. That should pretty much sum it up for all you cretins as to Romney's chance of getting elected IF his tax returns were released. He will (CAN) not release them. All the Obama team need do is hammer away on this fact and the voters will decide that maybe we don't want a multi-billionaire Pseudo-Christian Cultist who believes that rich men are elevated to the status of Gods who rule over their own planets in the afterlife. THIS IS LONG..........BUT PLEASE READ IT ALL.............Romney did NOT PAY full taxes on the money he "EARNED". That is the CENTER of the issue. THIS IS HOW ROMNEY MADE MONEY WITH BAIN:........first MILLION for Mitt came directly FROM HIS POP.......SECOND:......thru BAIN..........Mitt got OTHER PEOPLES MONEY, and bought distressed companies. There he sold off profitable pieces of the business, BORROWED TO THE MAX ON THE REMAINDER......THEN........MITT GAVE HIMSELF AND BAIN buddies......MASSIVE BONUSES DERIVED FROM THESE MONEY SOURCES OUTLINED ABOVE. ...Third:.......Mitt then declared these companies ...BANKRUPT...and layed off the employees, discared all retirement promises since the company was declared bankrupt, and then sold anything left as scrap. The result was that Mitt and his Bain buddies saw MASSIVE INCOMES FROM EVERY BANKRUPTED COMPANY........and this is the KICKER..................here it comes.........listen up............Mitt did NOT PAY THE NORMAL TAX RATE ON HIS SQUEEZED COMPANY MONEY........MITT PAID .....THE 15% CAPTIAL GAINS RATE. Now. This Cap Gains Rate was a REWARD TO PEOPLE THAT (NOW LISTEN)........RISKED...THEIR ..OWN..MONEY. At NO TIME did Mitt risk his own money..................and THIS IS HOW MITT MADE A HALF A BILLION BUCKS, AND LEFT DESTRUCTION AND LAYOFFS in his wake, AND, Mitt didnt even pay the normal taxes on his ill gotten monies. THIS IS A SCAM, A MONETARY SMOKE AND MIRRORS, THAT ROMNEY NEVER WANTS YOU TO REALIZE.
