Gibbs vows White House will have votes on START

Washington (CNN) - White House Press Secretary Robert Gibbs vowed Wednesday that President Obama will have the votes to get an arms control treaty ratified during the lame duck session of Congress, despite a top Republican Senator's insistence that it be delayed until next year.

The time frame is crucial because if there is a delay for the treaty, which needs 67 votes for passage, a new Senate with a slimmer Democratic majority will be sworn in come January. In that case Obama would suddenly need to line up seven more Republican votes from GOP freshmen who are generally very skeptical of both the Obama administration's foreign policy in general and the treaty in particular.

Obama signs order clarifying church-state relationship

(CNN) - President Barack Obama signed an executive order Wednesday clarifying the ground rules for religious groups partnering with the federal government through the White House's controversial faith office.

The order says that religious organizations receiving federal funds must conduct explicitly religious activities in a time and place that are different from when and where they do government-financed work.

President to push DREAM Act

Washington (CNN) – Several Congressional Hispanic leaders met with President Obama Tuesday to ask for his help in building support for a bill, known as the DREAM Act, which would award citizenship to illegal immigrants who have gone to college or served in the military.

Advocates for comprehensive immigration reform believe the lame duck session may the best opportunity to pass one concrete immigration reform measure before Republicans take control of the House of Representatives in January.

WH slurpee summit off

Washington (CNN) - So much for getting things off on a post-election bipartisan note. President Obama's plan to have a bipartisan meeting at the White House on Thursday fell apart late Tuesday amid finger-pointing about who's to blame for delaying what had become informally known as the "Slurpee Summit."

Days of scheduling negotiations broke down after Republican leaders Mitch McConnell and John Boehner told the White House the crush of business setting up the new Congress while juggling a lame duck session of the old one was too much, according to officials in both parties.
