Obama’s jobs plan: a work in progress

President Obama’s job’s plan is taking shape during his Martha’s Vineyard vacation, but a White House aide was unwilling to say that a framework had been constructed.

“It’s fair to say that there are some detailed policy discussions…and evaluations that are being made,” said Deputy White House spokesman Josh Earnest during his first ever on-camera briefing. But when pressed by CNN on the finer point of a framework, Earnest said “the process is ongoing, I don't have anything more to add to that.”

President Obama spoke Wednesday with two members of his Council on Jobs and Competitiveness about ideas to put Americans back to work.

In a conference call with General Electric CEO Jeffrey Immelt and American Express CEO Ken Chenault, the president was presented with two initiatives the council is reviewing. One involves increasing the number of engineers graduating from U.S. colleges, the other idea would provide relief for unemployed construction workers by finding them green jobs retrofitting buildings.

Earnest said those ideas could become part of the president’s plan. “It's fair to say that the president expects to draw on the work and expertise of the people who are serving on his jobs council into that policymaking process.”

His comments came on the same day that the Congressional Budget Office delivered a gloomy economic forecast. Unemployment in the U.S. is expected to remain above 8% until at least 2014. The non-partisan CBO also projects that the nation is on track to accrue a $1.3 trillion deficit this year.

President Obama was briefed on the report by Brian Deese, his Deputy Director of the National Economic Council.

Earnest said the report highlights progress that has been made, but admitted that “it also makes clear that there is a lot more that we have to do.”

The job’s plan that White House aides say will include “new ideas” will be announced by the president sometime after Labor Day.

      The exact cost is unclear as Mrs Obama and her 40 friends footed many personal expenses, such as hotels and meals themselves.
      But the U.S. taxpayer would have paid for the First Lady's 68-strong security detail, personal staff, and use of presidential jet Air Force Two.
      Per diems for the secret service team runs at around $281 each – nearly $98,000 for the length of the summer break.
      Use of Air Force Two, the Air Force version of a 757, comes in at $149,900 for the round trip. This does not include time on the ground.
      Mrs Obama's personal staff, of which there are an unknown amount and might cost considerably more per day, should also be taken into account.
      According to the Hawaii Reporter, the bill for the $1.5m trip included:
      $63,000 on an early flight bringing Mrs Obama and the children to Hawaii ahead of the President.
      $1,000,000 on Mr Obama’s return trip from Washington on Air Force One.
      $38,000 for the ‘Winter White House’ beach property rental.
      $16,000 to rent nearby homes for Secret Service and Navy Seals.
      $134,000 for 24 White House staff to stay at the Moana Hotel.
      $251,000 in police overtime.
      $10,000 for an ambulance to be on hand at all times
      Mrs Obama and her daughters stayed at the Sebastian hotel on Vail Mountain, where rooms cost more than $2,400 for multi-bedroom suites.
      The family appear to have flown there on Air Force Two.
      They were escorted to the resort by a motorcade of about a dozen vehicles, including 15 state and local law enforcement officers
      The Blue Heron Farm estate, where the Obama family are currently staying, rents for about $50,000 a week.
      According to U.S. News and World Report, the Coast Guard is required to keep ships floating near the property, the presidential helicopter and jet remain at the ready and security agents will be on 24-hour duty.

      'When it's all added up, she's spent more than $10million in taxpayers' money on her vacations.'

        Rather than incurring the cost of flying back to Washington on Air Force One - pegged in 1999 at $34,000 an hour - Bush could have signed the bill in Texas a few hours later without significantly endangering Schiavo's life, critics said. Not only had doctors estimated that she could live for up to two weeks without the feeding tube, but a federal judge was not expected to hear the case until today........

        So, let me get this straight, Bush uses Air Force One to fly to his vacation ranch. At 2004 prices AF1 costs $54,800 per hour to operate....
        At what, 4 hours each way from Washington to Texas, that means his airline ticket runs at about $450,000, all paid for by the taxpayer of course.
        Is it just me, or does anybody else find this incredible?

      The President certainly needs a Jobs Plan, a plan that will work. August jobless claims are already 5K above estimates, 417,000, compounding the problem. Labor Day is about 2 weeks off, let's just see what the "New Ideas" President Obama comes up with really are.

      Therre's no point in crying over spilt milk. Let's work together for a solution, whether we will be voting for the President in 2012 or not.

      I'm concerned that the so-called "Jobs Czar" appointed by the President is a major contributor to the President and a high ranking Union executive, and already is showing signs of thwarting jobs creation efforts in 'Right to Work States' such as South Carolina.

      The CBO report yesterday that unemployment will still be 8.5% in November, 2012, may be wishfull thinking. There very well may be new momentum upwards on unemployment percentage in coming weeks.

      Q2 growth is being downgraded to 1, matching Q1. If Q3 and Q4 improve to a growth of 2, growth for the year will be 1.5. Government is still sized for growth of about 3.75. Government needs to be pared down in size to be in proportion to growth. Growth of 1.5 – 2 seems to be emerging to be the "new normal".

      Cost of Government is too high compared to Revenue.

    It's a shame to see unemployment in this society. Honestly, I don't see poverty being eliminated any time soon. Obama might be able to decrease unemployment, but there's no way he can make a huge change during his term. His plan is only just a fantasy.

        And why are you again misstating the work record of President Obama? He held many jobs other than "community organizer" which was his job for 3 years 1985-1988...in and of itself knowing how a community works is a great experience.

        He also worked as a lawyer for several law firms, taught constitutional law for 12 years, served as an Illinois State Senator, as a U.S. Senator, served on the board of several non-profit organizations, wrote 5 books, and during his college years worked as a telemarketer, and filed medical records...just to mention a few.

The only way to creat jobs is to tax the hell out of the private sector who makes too much money to begin with, so we can have an ever-expanding public sector who can support our Nirvana here and knows what is best for each of us. Take universal health care, for example. It's not just providing wellness for our population, but is a fantastic gateway to give the gov't the right to legislate our eating and exercise habits and make us a more healthful society. That can't be bad, can it? Better buy stock in WholeFoods and 24 hour Fitness as the next gov't subsidized takeover.

    I would actually like to see the plan before judging it. I think that should be the point of view of most rational educated people. But you obviously don't need to be rational or educated to get online and post comments.

    We've got a jobs problem but businesses don't have a profit problem. Investing in infrastructure and education will create jobs. This initiative was rolled out a bit late. I guess it's better to begin a term with healthcare reform then end it with healthcare reform.

        I don't know where you live, but I have seen many of those stimulus job sites and they have, and are, putting people to work. In many cases they are putting people to work and you never realize that the job was created by stimulus money. Much of the funding has gone in grants that keep police and firefighters on duty, provide funding for public health vaccine programs, provide grants for colleges programs, helped fund new school construction, to provide businesses research grants, improve waste water treatment facilities, the list is long, and almost every county in every states has received some type funding. Not every site posted a green and orange ARRA sign like highway construction...but they were funded by stimulus grant money.

    I am a supporter and fan of President Obama, and at the end of the day, I think that his ideas are, over all, the right ones for the country; but my hope is that he will go big on a jobs plan.I realize that there has to be concern about the deficit, but the state of the economy is having an affect on people's lives in real time, with so much uncertainty, and so many people out of work.It's great to have engineers graduating from college, and some construction projects, but it all sounds like putting a band-aid on a gaping wound.I think that we are at a " the truth will set you free" moment.The president needs to be F.D.R., and do what ,I think, in his heart, he knows has to be done, and propose some big jobs projects, even if it costs him his presidency.Over time, they would pay for themselves because of more people working and paying into the tax system.I think anything other than that , at this stage, will only make people even more angry because it won't make a real difference, and cause the president to lose anyway.

I am predicting that the Obama Administration will come back with a plan that every American can believe in, and the climate of our economy will change for the best. I believe that Obama's policies, especially the stimulus, worked for us during our crises. Of course those who opposes him will say they didn't. These tough times need for tough decisions to be made and I believe Obama made some, and during these next few months, more tough decisions will be made by him, that will put us back on the road to recovery. Stop the negative talk and pray for our country.

      $38,000 for the ‘Winter White House’ beach property rental.
      $16,000 to rent nearby homes for Secret Service and Navy Seals.
      $134,000 for 24 White House staff to stay at the Moana Hotel.
      $251,000 in police overtime.
      $10,000 for an ambulance to be on hand at all times
      Mrs Obama and her daughters stayed at the Sebastian hotel on Vail Mountain, where rooms cost more than $2,400 for multi-bedroom suites.
      The family appear to have flown there on Air Force Two.
      They were escorted to the resort by a motorcade of about a dozen vehicles, including 15 state and local law enforcement officers
      The Blue Heron Farm estate, where the Obama family are currently staying, rents for about $50,000 a week.
      According to U.S. News and World Report, the Coast Guard is required to keep ships floating near the property, the presidential helicopter and jet remain at the ready and security agents will be on 24-hour duty.

    Just curious... where is the Republican jobs proposal. You know, the one they ran on in 2010? I haven't heard anything from that side of the house that would add or save one job. We have had record low taxes for seven years. What has that gotten us? A recession, a skyrocketting debt, less value in our retirement accounts and more poverty. Sounds like a winning plan. You know what they say about those who keep failing yet continue to do the same thing. So I give anyone credit who tries to do something even if it fails. Better that than to do nothing at all. That is what the Republicans have been doing since Obama was elected.

The Republicans have drafted several plans in the last 8 months since taking control of the House, meeting obstruction every step of the way with either Harry Reid refusing to let the bills see the floor of the Senate, or a promise by Obama to veto them if they did happen to reach his desk

      Yes I have heard the definition of insanity and/or foolishness, which you relate to the low tax rates equating to a (lack) of job creation.     People wake up the Government is not going to get smaller, there are far to many things that need to get done in this country to be focused on this ridiculous idea, smaller government just not going to happen. The problem is the dysfunctional and irresponsible people who are in government that have forgotten they are there to serve the people. I hear the most ridiculous things on the blogs mainly from the GOP/Tea Party. Why are they not offering solutions, oh yeah they have none. The reality is the Bush Administration pulled off the biggest bank heist in history and left this country upside down, there is no one man to blame, and no one man is going to fix it, "WE THE PEOPLE" have to fix this mess, by getting rid of all these crazy, greed mongering, insane people who are hell bent on destroying America. Just because a politicians gets a bunch of money from corporations or wealthy people like the Koch brothers does not mean they are qualified to be a leader or represent the people. It's time America cleans house starting with the Congress and Senate, and re-write the rules. These people should have a cap on their pay, and not make more than $50, 000 a year with term limits. The Congress and Senate should be required to pay for their own insurance and have the same options for a retirement plan as the American people. It's time to put away this privileged way of life for politicians, who are not serving the people. Also once their term is up Democrat,Republican,Tea Party,Egalitarianism,Independent,etc. they receive no lifetime retirement pay, they go get another job just like the people they represent or file for unemployment, none of them are above the people. Also, if a person holds such views and speaks rhetoric promoting hate to the point they can not represent all of the people, but only a certain portion of the people they should automatically be disqualified from ever holding any position in the government.     To fight unemployment you need to create WORK. If there is work to be done, companies will hire people to do the work. The people they hire will once again have a job. These newly employed people that have a job will pay taxes instead of collecting taxes disguised as unemployment benefits. Government regulations cost money to comply with and destroy wealth that could be used to hire workers. .

    To avoid expensive government regulations, companies are looking elsewhere to open new factories. GE just moved their entire medical imaging division to China because of the Obamacare tax burden on medical imaging device manufacturers. It's in the law. Google it!

    Government intervention into business cost jobs. Thew fewer jobs available the fewer people work and pay taxes. With fewer people getting their paycheck from an employer, the more people will receive unemployment benefits from the government which comes from tax money collected from people that work.

    More government intervention into the free market destroys jobs and decreases tax revenue. Why is this so hard for the people of this country to figure out?

    Personally I think that the majority understand how it works. Some call it "getting into the game". Why work, when you can collect from others that have a job? You can collect instead of earning enough money to live on?

    Spreading the wealth? I don't think it works. How about spreading the demise and downfall instead.

    Increase the number of engineers graduating college?? How about finding a job for all of the engineers that graduated college in the last 2 years that have yet to find jobs? There are going to be plenty of Masters engineering students graduating soon, and they still won't be able to find a job. Graduate more engineers, but limit their opportunities by limiting funds to NASA? Where are the engineers supposed to be going?

    Survival of the fittest. If you want a job you can get a job, its all about the effort and time you put into making yourself open to different employment oppurtunities. If americans don't want to stoop to a lower level of employment then yes the unempoyment rate will stay above 8% and continue to climb. If your field of expertise is seeing a shortage in jobs, stop whining about it. Go develop a new set of skills, that's why we are here in the first place...right? We should always be improving ourselves, why even exist if we are not.
