Obama, Clinton $4 billion energy investment

(CNN) – President Obama announced Friday the federal government and private sector partners will invest $4 billion over the next two years in energy upgrades to buildings across the country, an initiative the White House says will create several thousand new construction jobs.

The president made the announcement on the top floor of a building currently under renovation and only steps from the White House with former President Bill Clinton at his side. The collaboration is part of the White House’s “We Can’t Wait” campaign – a series of executive orders Obama has issued over the last two months without congressional involvement.

"Making our buildings more energy-efficient is one of the fastest and cheapest ways for us to create jobs, save money, and cut down on harmful pollution. It is a trifecta,” the president said. “It could save our businesses up to $40 billion a year on our energy bills."

Obama also called on Congress to provide added incentives to private sector businesses that agree to undergo energy upgrades.

Half of the $4 billion commitment is the result of a presidential memorandum to upgrade federal buildings nationwide. The White House says the up-front costs will be completely defrayed by the long-term savings that the more energy-efficient upgrades will produce.

The other $2 billion investment pledge comes from a partnership of 60 mayors, university presidents, business CEOs, and labor leaders. The goal is to achieve a 20 percent upgrade in energy performance by the year 2020 in 1.6 billion square feet of office space.

“Over the past decades we’ve seen what happens if we don’t make investments like these - wages flat line, incomes fall, and employment stall. But we’ve also seen what happens if we do what’s right,” Obama also said.

The new partnership builds on one already forged by the Clinton Global Initiative, which has secured commitments from 14 private sector partners to make a $500 million investment in energy upgrades.

The announcement won quick plaudits from the U.S. Chamber of Commerce, an organization that often spars with the Obama administration over economic policy.

In a statement, U.S. Chamber of Commerce president Thomas Donahue, who was also at the event, said the new initiative has “tremendous potential.”

“It is a surefire way to create jobs and make our nation’s federal buildings more energy-efficient, all without using a penny of taxpayer money,” he said.

        Real energy? How is fossil fuel "real" compared to anything else. What about it makes it real. Just so you know it will have to be replaced eventually. The efficiency of fossil fuel is terrible for the sole fact its combustion. There will always be significant losses due to the inability to ever fully harness a thermal reaction 100% without any loss of heat in the process. Where as if you use for example solar, the produced energy is electric which is much easier to harness and put to a power gird since the power grid is electric. Avoiding that conversion of thermal reactions to produce electric current will save efficiency.

        Retrofitting a factory ,or a high-rise to be energy and water efficient, will save the owner (or investors) many dollars in overhead, cut the consumption of foreign purchased fuel; provide a cleaner environment (both air and waste water run off); and will create jobs. Going green is the only way we will be productive in the 21st century.

FYI–the oil supply on American soil is so small that it wouldn't even change the price of a barrel by a penny if put on the market, and further buying oil from the Middle East from people who hate us is a terrible idea. Carter placed a mandate for higher MPG cars and trucks. Reagan canceled the mandate. Clinton pushed for natural gas vehicles. Bush pushed it back the other direction. Hmmm, wasn't he an oil man. Now Obama pushing for more energy efficiency and the GOP propaganda is pushing back hard. Pay attention.

        We, the people, are going to be funding this. And the jobs will go to Union construction workers. My husband is a self-employed construction worker and his specialty was in new home construction. There is no new home construction. You guys continue to believe everything that comes out of Obama's mouth but he has lied to us so many times. Where did he come up with his statistics on the money it would save???? He also promised no unemployment over 8% if we a allowed him to spend dam near a TRILLION dollars. What don't you get???

        Jane Fonda is being honored by Barack Obama, as one of the '100 Women of the Century..'

        Unfortunately, many have forgotten and still countless others have never known how Ms. Fonda betrayed not only the idea of our country, but specific men who served and sacrificed during the Vietnam War.

        The first part of this is from an F-4E pilot. The pilot's name is Jerry Driscoll, a River Rat. In 1968, the former Commandant of the USAF Survival School was a POW in Ho Lo Prison the ' Hanoi Hilton.'

        Dragged from a stinking cesspit of a cell, cleaned, fed, and dressed in clean PJ's, he was ordered to describe for a visiting American 'Peace Activist' the 'lenient and humane treatment' he'd received.

        He spat at Ms. Fonda, was clubbed, and was dragged away. During the subsequent beating, he fell forward on to the camp Commandant 's feet, which sent that officer berserk.

        In 1978, the Air Force Colonel still suffered from double vision (which permanently ended his flying career) from the Commandant's frenzied application of a wooden baton.

        From 1963-65, Col. Larry Carrigan was in the 47FW/DO (F-4E's). He spent 6 years in the ' Hanoi Hilton',,, the first three of which his family only knew he was 'missing in action'. His wife lived on faith that he was still alive. His group, too, got the cleaned-up, fed and clothed routine in preparation for a 'peace delegation' visit.

        They, however, had time and devised a plan to get word to the world that they were alive and still survived. Each man secreted a tiny piece of paper, with his Social Security Number on it, in the palm of his hand. When paraded before Ms. Fonda and a cameraman, she walked the line, shaking each man's hand and asking little encouraging snippets like: 'Aren't you sorry you bombed babies?' and 'Are you grateful for the humane treatment from your benevolent captors?' Believing this HAD to be an act, they each palmed her their sliver of paper.

        I was a civilian economic development advisor in Vietnam , and was captured by the North Vietnamese communists in South Vietnam in 1968, and held prisoner for over 5 years.

        I spent 27 months in solitary confinement; one year in a cage in Cambodia ; and one year in a 'black box' in Hanoi . My North Vietnamese captors deliberately poisoned and murdered a female missionary, a nurse in a leprosarium in Banme Thuot , South Vietnam , whom I buried in the jungle near the Cambodian border. At one time, I weighed only about 90 lbs. (My normal weight is 170 lbs)

        We were Jane Fonda's 'war criminals....'

        When Jane Fonda was in Hanoi , I was asked by the camp communist political officer if I would be willing to meet with her. I said yes, for I wanted to tell her about the real
        treatment we POWs received... and how different it was from the treatment purported by the North Vietnamese, and parroted by her as 'humane and lenient.'

        Because of this, I spent three days on a rocky floor on my knees, with my arms outstretched with a large steel weight placed on my hands, and beaten with a bamboo cane.

        I had the opportunity to meet with Jane Fonda soon after I was released.. I asked her if she would be willing to debate me on TV. She never did answer me.

        These first-hand experiences do not exemplify someone who should be honored as part of '100 Years of Great Women.' Lest we forget....' 100 Years of Great Women' should never include a traitor whose hands are covered with the blood of so many patriots.

        There are few things I have strong visceral reactions to, but Hanoi Jane's participation in blatant treason, is one of them. Please take the time to forward to as many people as you possibly can.. It will eventually end up on her computer and she needs to know that we will never forget.

        No Bill. I have been around 76 years, and for 62 of those years Israel has occupied land taken from the Palestinians. During that time they have dragged their heels on negotiations that would bring peace. It is frankly way past time they come to the table and negotiate a settlement.

        You complain about money... taxes...and the burden the American taxpayer handles for our own people....well just how much do you think Israel has cost us over the last 62 years?

        From one source I get the sum of $3 trillion as the cost. That figure might only be the total for the aid and arms packages over the last 62 years. It probably does not include the peripheral costs...or the strife within the region we have had to deal with simply because they are there. Frankly, to me it seems like a one-sided hand-holding handout for the whole 62 years...which needs to be settled. If speaking that truth to them is a problem so be it...after 62 the time is now. For much too long they have found it far to profitable not to reach a settlement.

        So, if you only want to cry about debt, and what the American people can't afford to do for the American people...I'm saying STFU...and quit whining. Since an Israeli – Palestinian settlement would save money, but you don't seem to want that to happen...at least not on this President's watch. Which makes you a motor-mouth moron.

        Here are the circumstances leading up to that war.

        From early 1965 to the Six-Day War in June 1967, the PLO through Fatah pursued a consistent policy of border attacks, particularly along the Jordanian and Lebanese borders. What would you think of the governement if they allowed their people to continue to be slaughtered? Dpn't tell me you have not heard about the suicide bombings in cafe districts and on busses where women and children have been ruthlessly murdered byt the decendents of those original terrorists?

      I´m a 62 year old Viet Nam Veteran born in Calif. Married to a Mexican woman and living in Mexico. I agree with what amor said. One thing I´d ke to add: in Mexico you have to have a passport from your country of birth, then a Mexican passport just to be able to do any sort of banking. My current yearly fee is 2800 pesos. Why couldn´t we have been doing this all along???
      I have more to say on a different subject, primarily our counttries extreme dependency on foriegn oil. Why can´t someone start a consortium to develop the Pet4 Naval Petroleum Reserve. With a camp and the pipe laid they are only out the down time to replace a section of pipe. Their loss can be made up in the first week or two. Givee them everything until they recoup their loss. It creates jobs, gets money flowing into the economy and slows down money going out. Take the royalties from the oil and invest in infrastructure via an independent entity. That creates more jobs. When that same camp starts producing gas, tied into the trans-canadian gas line. Use that royalty money to pay off our existing DoD contracts, after all the Navy owns it. I don´t see anyone coming along and saying I´ll pick up your current bills. On top of that have a contract that calls for both the oil and gas functions to be resposible for topping off and maintaining our above ground reserves. Why Not??? WHY NOT??? seems like a good idea. Probably why it might never get done. But, if this idea can go viral– perhaps, Just a thought from a long time Alaskan. Create jobs while paying down debt. Bobby´s Plan.

        Although Edison invented the incandescent light bulb we accept as today's prototype; historians list 22 earlier inventors of various types of incandescent light, including Humphry Davy in 1809. Edison's first patent was not for the original electric light bulb ever created. His 1878 patent application was for "Improvement in Electric Lights". He purchased an earlier patent owned by Henry Woodward and Mathew Evans. His was a working improvement over the previous attempts, but he lost a patent lawsuit to Joseph Swan.

        Edison's bulb used a carbon filament, which was replaced by a tungsten filament...and on and on so that today we have CFL and diode lighting which is more efficient...regardless of what nitwit Bachmann says.

        Most of those original companies are no longer in existence....so get a life.. With any new technology take overs and bankruptcy will happen. Having the sense to recognize this, and knowing full well that as a nation we must move forward with new technology; that is plain and simple common sense.         The $3 Trillion cost estimate is for all the peripheral costs that probably would not have been incurred had there not been an Israel.

        @Bill ...The point is clean renewable self-sustaining energy is like the light bulb. Companies will come and go; the light bulb did not truly start with Edison nor did it end with him. So, if a solar company doesn't make it, if several don't make it, that is the cost of advancement.
        Over the long haul research will pay dividends; and we will come out the other side with a better use of our funds than funneling them into unnecessary wars over crude. The side benefit is putting people to work here, along with making the environment healthier.

It only adds to the already Huge 15 Trillion Dollar debt. Of course there will be jobs involved, but no money from the Private Sector.     If he employs American taxpayers to work on these buildings, as was his stated intent, then the four billion dollars earmarked for the project will go straight back into the American economy via those taxpayers. There seems to be an odd conviction among certain folks that money you pay Americans to do a job simply disappears, when that isn't the case. The money goes into Americans' pockets to pay other Americans for the goods, services, shelter, and entertainment they require.

    Put simply, putting money into the economy helps the economy. This is similar to some of the roadwork and public park projects used during the Great Depression, which were quite successful. If the result is more efficient, lower-cost federal buildings, then it's a win-win all the way around. The only reason to be against it is if you're sufficiently anti-Obama that you automatically distrust anything he does, and to be fair, I had a similar reaction to George W. Bush. Still, when Bush did do something smart, I would give him credit for it, and I'd hope Republicans are smart enough to see that here.

        This isn't the same thing, however. Pretending that I were President for a moment, I could simply go into the Federal Reserve and order the production of a few billion extra hundred-dollar bills, then hand them out on the street. This would, however, result in runaway inflation that would cause more damage than the recession I'm attempting to combat.

        This is an attempt to use a relatively small sum of money to create jobs, as opposed to wealth. If energy savings and private donations cover the funding, then you've put $4 billion worth of private citizens back to work for the duration of the project, thus injecting $4 billion directly into the economy. This is pre-existing money that was given to the government by the people via taxes, which is now back in the hands of the people and recirculating, which adds it back into the system. No inflation is caused, no deficits added to, and the local economies around the project sites are buoyed. It's really simple economics.

Putting a few thousand Americans back to work, who will spend the money they earn working in an American economy, in order to provide buildings for Americans to use, which will save American money by being energy-efficient, is generally good. It's a 21st-century spin on the successful programs during the New Deal, and historically, those were effective. This is why history is taught in schools.

        So here is an interesting take on the new deal, and one you can google..

        Part of the New Deal was the introduction of Keynesian economics. This stated that the government would begin deficit spending to put people back to work. After the economy started moving again, the government would back out and recoup the losses incured.

        Unfortunately, FDR soon realized that he could "buy" votes this way and the idea of deficit spending still exists today because of this.

        So while it was helping in "priming the economic pump", it can be directly attributed to the huge deficits that are in place today.

    More Stimulus spending...YAY because that work out so well before. People always talk about the jobs that created by stimulus spending but they never talk about the jobs lost because of it. They don't realize that when the gov't spends money it has to take it away from another sector of the economy and since gov't spending is almost always inefficient and non-productive, it makes the US poorer than before. All that happens with stimulus spending is taking money away from the productive sector of the economy and putting it to use in a un-productive sector.

    The money they save from the utilities will pay for the improvements and put people back to work. They in turn will spend their money ,improve the economy, and pay taxes. Unemployment will go down and unemployment benefits will cost the country less. Our deficit will go down because of this and the interest on the debt will be less. Now if President Obama's infrastructure bill would go forward -- better yet. Go Obama--You don't need the Republicans.

    Mr. President, its time you cut off the Gravy Train of US Tax Dollars heading out of this country, and pay attention to the folks here who can better benefit from more domestic programs to get folks employed, and this country running again. This is only one of many examples of Obama putting re election over the good of the country.       I thank Jane Fonda everyday for her putting herself out there to help stop that war. In my opinion she will forever be a hero. Barbara didn't have sons draft age. I feel her work kept many more from dying.

Kent State was sort of the icing on the cake for ending that war. Jane Fonda, in my book, was standing up and speaking truth to power.

        Every vietnam vet I know will not utter her name. If you recall jean it was Richard M. Nixon that ended that war .... Hanoi Jane went to Norht vietnam and sat on the AA gun posing for pictures.... she released a statement from there as well.... Richard M. Nixon ended LBJ's war in 1973 with the Paris peace accords and NVA army attacked across the border in 1975. How many MIA's are there still from that war??? what do you care about them? If you are thankful for Jane Fonda then you betray them all......

        If you want to give Nixon so much credit I suggest you read: "Nixon's Vietnam War" by Jeffrey Kimball Frankly, with the sentiment on the home front, he didn't have much choice. But give him credit...it was a wrong war; for the wrong reasons; from the get go.
        And remember Nixon screwed the military veterans, of that war, when he pocket vetoed the Veteran's Health Care Expansion Act of 1972...basically letting them come home without adequate coverage.

        I am a Vietnam era Vet. I give a lot of respect to my brothers who spent time in the jungle. None of them died without honor, but all died for a cause other than our freedom. It was for oil investments in the Gulf of Tonkin. The Chinese have been harvesting that oil since we left. I also spent time in the streets with a group called Vietnam Vets against the War. Fonda made a terrible mistake in her life and probably will never be forgiven. She did stand for her belief, however wrong it was. BUT wasn't this a conversation about energy. Whether she actively did anything that ended the war earlier is doubtful, but her position for peacefully ending the war was not lost on anyone, and she definitely was not alone in protesting.

        Again your whole time line is off. The actual build up to the Vietnam War started in 1950 when we started sending military aid and equipment to the French to be used for a war of containment to keep communism from spreading in South East Asia. When the French left in 1955-56, we stepped in and started sending military adviser's to train the South Vietnamese Army under Eisenhower. The number greatly escalated again under Kennedy.

        But, if you really want to be accurate the conflict probably started to brew in the 1920's under the French colonial rule; a promise was made to the Vietnamese that if they helped stop China during WWII we would help them gain freedom from French rule ....we broke that promise.

        I agree with Tom we are way off topic for an article about energy and our need for finding clean renewable methods of furnishing our own without funneling money into wars, all over the world, to fund our addiction.

        as may be jean.... but to you distorted history .... US troop levels in Vietnam were 760 in 1959, 900 in 1960. During JFK they were 3k, 11k, 23k and 23k. Under LBJ... 1965 .... they jumped to 184k and in 1968 they were 536k.... all this on LBJ's watch. Under Nixon the troop levels began reducing and in 1973 here were 50.

        While the conflict did indeed start with the first or french indo china war... the United states did not become involved untl 1959 or the second indochina war.

        And no we are not far afield here ... the main point is that you andothers like you seem to be like pr a va da when recalling history ... change it so it suits you. Just as Tom has done .... It seems that only OIL men live in Texas ans are also involved in plotiics... NOT

        in November 1955 Eisenhower deployed the Military Assistance Advisory Group to train the South Vietnamese Army under him the troop levels in Vietnam had risen to 900.
        Under Kennedy the troop levels increased from 900 to 16,300 give or take a few hundred..
        Troop levels as stated on the troop levels chart are for the number on ground on January 1, 1960 were 900. Kennedy did not take office until January 20th.
        Pray tell where did I distort ?
        When you look at the Vietnam War troop level charts you will notice that as the troop levels for American forces were drawn down under Nixon, the Vietnamese count soared, and in many cases the allied forces count went up especially for the Korean forces.

        Appearenly your apathy towards LBJ have led you to make assumtions about him that are not true. LBJ was not involved in oil.... LBJ accepted FDR' appt to the Director of the Texas Naional Youth Administration and resigned in 1937 to run in a special election for the 10th congressional district ... and He won. Re-elected in 1938 and was appointed a lt. commander in the naval reserves in 1940. He lost the next election in 1941 to "pappy" and went on to receive a silver start from General Douglas MacArhtur in 1942. In 1948 he regained his seat in the senate and in1951 was elected Majority Whip. The list goes on of all sorts of postions and won elections over the years until 1961 when he took the oath of office for the full 6 year term as a US senator which he resigned immeadiately took the oath of office as JFK's VP.

        Nowhere in the LBJ Library are any references made to that sort of entanglement. So one wonders where you got your information... again a distortion of the truth?

        Tom ...I don't know that LBJ was an oil man, I thought it was radio stations. However, I think you would find much literature floating around on the internet that connects his name to Haroldson L Hunt and Clint Murchison, but then I don't know that you could put credence to any of that; or to anything about the oil depletion allowance. The Gulf of Tonkin Resolution, and the fact that the Gulf of Tonkin is one of the largest oil reserves?

        Frankly, we need to go a different route than oil. Yes, oil will be around for awhile, but technologically that is not where the 21st Century is going to be....clean, green and renewable is the best course for the 21st Century.

    I think we should open up the Pet4 Naval Petroleum reserve for development of gas and oil. Get a consortium together to build the camp. Make a deal with BP and Exxon to create a union or junction before pump station 1. At the same time build a gas line to meet up with the trans-canadian gas line. BP´s only loss would be the down time necesarry to replace a section of pipe. Call it the fredom camp. When the Freedom camp starts pumping make up BP´s loss right from the get go. Create an indepndent entity to contrl the royalty funds. First objective is to create an infrastructure bank. Fund Fema and any and all projects tha tare infrastructe related. tart with a geek squad to put together any and all requests be it state, county, borough, or cities. In conjunction with the Army Corps of Engineers and FEMA you can create a good overview of what needs to be done. Fund that with the royalties from the oil. Next when the gas starts to flow, Take over all the existing contracts From DOD especially the Navy. After all the oil belongs to them. Between the two them Oil and Gas, they´re responsible to top off and maintain our above ground reserves. Looks to me like, coupled with the receiving station. there will be a lot alot of jobs created. Money will start flowing back into the economy and the big plus is we can slow down money going out of the country to OPEC. The Navy can´t change their port to port expenses but, we could sure give them a big debit card.This is Bobby´s Plan. I´ve given it lot of thought,1. Create a Freedom Camp. 2. Coordinate Fema, the Army Corps of Engineers, and whover else that needs to on board to create and rebuild a viable infrastructure. 3. create jobs, jobs, jobs. 4. Slow down our dependency on foreign oil. 5. Keep that money that would be going out to pay down our debt.
    This will probably work real good but, unless I can get the masses on board and get enough minds behind this plan it won´t see fruition. so post and repost. until it goes viral. Seems to me that both Bush´s plans were to go to war. Seems to me that Obama´s plan wasn´t thought all the way through. Seems to me that if it´s out of Congresses hands, it will work. Seems to me both sides were waiting for a plan Seems to me this could be it. With a lot of help this could bring some sort of salvation to a bankrupt country. We have the resources, let´s use them. Let´s face facts whichever you look at it congress is not going to help until Feb or Mar of 2014. I´ve said my piece.

        If this is done right it won´t effect or affect the taxpayers at all. I wouldn´t advocate spending ANY government funds. Let a seperate entity finance – possibly bonds or loans from the various unions retirement funds or bonds or loans from the Alaska Permanent fund. NO government funds JUST the agreements and stipulations before the lease is granted. Please respond

        As for Solyndra that is a shame, but then I can think of a lot of other boondoogles that have been a waste....such as according to the GAO the $53 Billion in oil subsidies shelled out by taxpayers while the oil companies are earning big profits, and at the same time they have not paid the $300Billion in taxes they owe ... and our backing of everything related to dirty energy would be high on the list. Or, is it that you only complain when it is spent (and lost) to research clean energy?

        Well steveo good question; but whether you agree or not there is something to be said for home ownership. Plus, there is something to be said for the government better regulating entities that make housing loans. Therein is the problem.

        If we want to look at the history of bailouts. Or, in particular the the bailout of Freddie and Fannie September 7, 2008 for $400 Billion; the closest comparison of bailout cost for the taxpayer was the Saving and Loan bailout 1989 (also mortgage related) for $289.3 Billion. Most of the failed Savings & Loans were in the state of Texas. Strange both happened during a Bush presidency...and both due to the desire of Republicans to erode regulations.

        Being a private company doesn't necessarily mean the business wouldn't be bailed out by the government, that has happened many times during history: Penn Central Railroad 1970, Lockheed Martin, New York City 1975 during the Ford Administration; The Continental Illinois National Bank and Trust Company during the Reagan Administration. Actually in many cases those private businesses, plus New York City have over time repaid the taxpayer's loan with interest.

        Between 2001 and 2008 we had the bailout of: the Airline Industry; Bear Stearn; Fanny Mae; AIG; Auto Industry;TARP; Citigroup; and Bank of America.

        No-I am not bringing up Fannie and Freddie just now, you are right, they have been a problem for years, as well as subsidies for this, that and the other. I said back when the Solyndra "scandal" broke, that it is wrong for the gov't to make these kinds of decisions and to leave it to the private markets. If you, I or anyone else believes in the viability of a certain investment–be it technological, financial, societal, etc. then we should make the decision to put our money behind it, not the gov't.

        All of this points to the underlying issue–Gov't is too big and powerful. I've said it ad nausium, Dems want a heavy handed powerful Fed gov't rife with regulations, taxes and handouts, Neo-cons have taken this model and used it for their conservative causes, irking Libs like you. You built the beast, but then complain when/how someone else controls it.

        No, I don't condone Solyndra, Freddie, Fannie, Oil, Corn, Auto, Banking, or individual subsidies, and have made that clear many times. The US gov't jobs are:
        1. Protect our country from external threats, which it has done relatively well
        2. Promote and regulate INTERNATIONAL trade and treaties, including regulation of the currency
        3. Function as a mediator in interstate issues
        4. Maintain a level playing field for companies and individuals

        It is this last point that it has, and will continue to fail in miserably...how can you have a level playing field when the gov't has the ability to force investment in companies/industries through subsidies with tax dollars. When the gov't makes an "investment" it's all risk and no reward, as the original discussions over Solyndra pointed out.
